Does what it claims to do - eccentric design is a nice plus, allowing you to keep the chain off the chainstays.
Mine came assembled "backwards" (skewer in from the wrong side), so mind the pictures here.

what can i say its a chain holder, makes cleaning my bike chain really convenient.
commute bike goes through a lot of disgusting stuff so 2 week wash down is always in order.
