This is the spring side tool, 398-00-430 is the damper side tool which is different.

The 398-00-681 is backwards compatible with all forks that call for the 398-00-601 tool.

It is not, Fox replaced the 398-00-601 with the 398-00-681 when the 2017 forks came out.
