The lower straps are designed to be hooked to the lower fender mounts if you are carrying a heavier load to prevent the bag from swaying.
For lighter loads they are completely optional.

Nice handlebar bag. Easy on and off. Has a main compartment and a front pocket. Also has a shoulder strap for carrying off the bike.
The shape is maintained by a plastic insert.
Nice bag for the money.
