Why is this stem incompatible with carbon handlebars?

The production tolerances on the Dimension stems, like many budget stems may not provide even enough support for carbon bars and stems. We recommend Ritchey, Easton and Thomson stems for use with carbon bars.

What type of shim is supposed to be used for this stem with a 26.0 mm bars?
