The Odyssey 1999 should work with rim widths up to 30mm, like all brakes of this style you will most likely need to deflate the tire to get it past the pads.

It might is the Genisis cruiser is designed to work with a caliper brake. Many cruisers have a bridge bolt hole that's designed for fenders only and is not in the right position for a caliper brake.
