Would this work for a SS setup, using a non-X-Sync chain (ie, a SRAM PC-9xx)?

You can use the SRAM X-Sync chainring with a wider single speed chain without issue.
For 1x drivetrains you will want to use at least a 10-speed chain to get the full benefits of the chainring profile.

Have a Redline Urbis SS w/ 68BB and 120 rear spacing. Will it give me a correct chainline?

While we don't have the specific chainline for the Redline Urbis SS, most bikes with a 120mm rear spacing share the 42-43.5 chainline used by road cranks with a 130mm rear spacing so the SRAM S350 should work without an issue.

Will this work in a mtb frame? Frame is a Ridley igniter, 73mm English bb, 135 rear

The SRAM FC-350 crankset will not work with mountain frames using a 73mm bottom bracket. The FC-350 needs to be used with a 68mm English, 70mm Italian or PF86 bottom bracket.
This crank is also designed for a narrower road chainline which will not align properly with the wider mountain chainline.
