You can use the SRAM S900 brake levers on your Surly Cross Check, but you will also need to change the brakes to a Short Pull brake like most cantilever brakes or the TRP CX8.4 Mini V-brakes.
If you want to keep your Avid Single Digit v-brakes, Cane Creek does make long pull road levers call the Drop V.

Very nice carbon lever brake levers. Hard to beat such a nice set for the price.

Great levers, just be aware the main structure can break easier than a full alloy set. The carbon lever will survive, just not the main body. I've used the Red Double Taps for quite a few years over many tours w/o issues, just don't crash, and if you're clumsy stick to alloy. Since just simple brake levers they're going to be reliable as any. Very lightweight obviously, good place to save some weight for the price.
