SRAM's website mentions that this crank should be used with the 118mm version of the Power Spline. Will the 108mm version not work?

108mm spindle would bring the chainring too close to the frame.

Yes, but you won't get as good of chain retention as you would on an 11 or 12-speed drivetrain.
