Are these supposed to be replaced or designed to be one of the wearing parts in the crank?
Is the material of the bolt weaker than the material of the spindle?
I am looking to replace this bolt which is holding a SRAM S-390 crankset in a SRAM GXP BB; the end few threads on my bolt have sheared off after about year of use which resulted in the non-drive arm falling off.

The GXP spindle is a harder material than the crank bolt, however these are not designed to break off and if torqued properly is should not have enough movement for the bolt to break off. Without seeing the bike, it seems like the crank may have been ridden with the crank arm loose.
