They are different, Shimano front hubs use a 3/16" bearing and the rear use 1/4". The rear axle is also larger diameter than the front.

This Shimano cone uses 1/4" bearings and should measure 16.0mm x 17.0mm with a 25.5mm dust shield. It should be the same cone as the Wheels Manufacturing CN-R063 if you would like to use their compatibility chart.
