Yes, the Soma Oxford bar will work with bar end shifters that are compatible with bars that have a 20mm ID or smaller.

With a quill stem without a face plate- will the stem be able to make it around the bend in the bars without deeply scratching them?

It depends on how tight the opening is on the stem, we really haven't had issues with the newer Nitto stems, but each clamp is slightly different.
