what is the maximum tire width. I have read the rakku will not fit Fat tires, but will it fit a 27.5+? specifically 650bx2.4?

It more depends on the width of the drop outs. This rack will fit bikes with standard 135/142mm spacing. Probably not boost spacing and certainly not super-boost.

I have a 2017 steel rove, brake on the chainstay, and eyelets above the dropouts and on the seatstays. Think it oughtta fit?

It should, the Rakku has adjustable stays to fit many bikes.

Unfortunately, the Soma Rakku Rack is not designed for fat bikes. You might be able to get the Axiom Fatliner to fit, depending on how your rack eyelets are positioned.
