Is the crown race split so it will accommodate a 27mm crown?

The Velo Orange ISO headset does have a 26.4mm split crown race, however, using it on a 27.0mm will most likely cause some binding or bearing failure.

We do sell a Velo Orange JIS (27.0) headset, but it is not sealed bearing.
