Chances are the cable is caught up on something or rusted. The indexing clip could also be broken.

You get a Left and Right shifter in this set, the Left shifter is for the front derailleur and the Right shifter is for the rear.

The SRAM MRX shifter does come with the derailleur cable pre-installed. It does not include the housing which will need to be purchased separately.
